ACFI Advisory Services
 

KPMG has been commissioned by the Department of Health and Ageing to establish of a panel of advisers, as part of the implementation of the government’s funding package, to provide eligible residential aged care providers with Commonwealth-sponsored advisory services to assist them in managing the change to the Aged Care Funding Instrument (ACFI).

The services offered as part of this initiative are at no cost to aged care providers and are for the sole benefit of applicants. Our reports will only be provided to the applicant and no information in relation to your application or KPMG's work will be provided to the Department of Health and Ageing. The Department is only provided with a report on the number of applications received. The Department does not receive the name of applicants or any information about the work undertaken for applicants by KPMG.

The ACFI project office will primarily operate from KPMG’s Canberra office with support from KPMG’s Sydney, Melbourne, Brisbane, Adelaide, Perth, Darwin, Cairns, Hobart and Canberra offices.

How we can help

KPMG will provide assistance for:

  • the financial modelling of the likely impact of transition to ACFI on individual aged care providers
  • strategic planning and related budget activities
  • business analysis and operational reviews
  • cost-benefit analysis of alternative business strategies
  • the review and redesign of administrative arrangements for transition to ACFI
  • the availability of alternative funding sources (e.g. government grants and loans) and provision of advice to aged care providers on potential options for additional assistance, including information on capital grant applications, viability supplement etc
  • analysis and recommendations on human resource management (e.g. rostering)
  • prepare a detailed written report for the approved provider outlining the issues identified and services provided.

ACFI steering committee

A steering committee has been established as a working party of the ACFI Industry Reference Group (IRG), which is assisting the Department of Health and Ageing with the implementation of the ACFI.

This steering committee contains representatives of the Department of Health and Ageing as well as a number of aged care industry peak bodies (Aged Care Association of Australia, Aged and Community Services Australia and Council on the Ageing). KPMG will be required to provide regular progress service delivery reports to the steering committee using aggregated data.

How will ACFI technical queries be addressed?

KPMG’s services will focus on business advisory services and does not provide technical assistance in the interpretation of ACFI guidelines and the classification of residents.

Aged care providers can access advice from the Department of Health and Ageing on technical ACFI issues through the Aged Care helpline 1800 500 853 or acfi@health.gov.au.
